Responsibilities Responsible for the technical and administrative supervision of a professional, technical and/or administrative work to carry out the mission of the field office. Plans work to be accomplished by subordinates; makes assignments based on capability and expertise; evaluates the work performance of subordinates; develops performance standards; ... gives advice or instruction to subordinates on work and administrative matters; and identify developmental and training needs of employees, providing or arranging for needed development or training. Serves as a backup to the Field Manager and as Acting Field Manager during his or her absence. Collaborates with the Field Manager to assist in the various decision-making processes. Makes resource management decisions on energy and minerals management; oil and gas inspections, lands and realty operation; soil, water, and air management using an interdisciplinary approach. Conducts informal and formal coordination and consultations necessary to effectively carry out the resource program activities. Represents the Field Office in business and professional meetings involving the Field Office Programs. FOR GS-12: You must possess one (1) full year of specialized experience at or equivalent to the GS-11 level that is equivalent in difficulty and complexity as indicated by the following examples: An understanding of leadership principles and techniques to effectively motivate, train, mentor, and facilitate work of employees functioning as members of interdisciplinary teams. Ability to plan, organize and lead teams and individuals to implement management objectives, initiatives and plans. Ability to effectively communicate, orally and in writing, to a variety of audiences. Working knowledge of human resource management involving the planning and coordination of Field Office programs for the protection, orderly development and management of such issues as lands, minerals, range, forestry, wildlife, watershed, botanical, fisheries, soils, recreation, etc. Knowledge of overall Bureau programs, policies, and procedures, including knowledge of the Bureau's organization and of the relationships between and among the various levels, offices and staffs. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. Physical Demands: Work is primarily in an office setting. There is a frequent travel to field sites via four-wheel drive vehicles, fixed wing aircraft, helicopter, and boats. There is a potential for adverse climatic conditions. Field work involves walking, bending, and climbing on steep rough terrain. Work Environment: Most work is in an office setting. Field sites involve exposure to adverse weather, i.e. rain, snow, cold and/or heat. Some outdoor work requires special safety precautions. Incumbent will adhere to all safety rules and regualtions as prescribed in manuals/supplements or by the designated Saftey Office. Education Education is not qualifying for this series and grade.
